According to Viho, Emir was responsible for the assault on Venture Industries.  He used a suit of armor akin to a walking tank.  From what Viho knows of Emir, this seems petty even by his standards.  Perhaps that attack on his facilities in Iraq did more damage to Emir's operations than it seemed, or maybe there's something else at work...
