So are there, like, 4 Public Objectives (Combat, Control, Achievement, Spending) that can be claimed each Status Phase and then a stack of Secret Objectives that slowly become public as game play & Bureaucracy card allow? First one to 60 wins?

Victory Conditions

I dislike the voting for who wins portion of this. If it is a tie, I think the winner should revert to lowest strategy card, which is the de facto tie breaker in TI as written.
