Like Sandbox Level, Action Level is a gauge to help players understand what the GM envisions a game to be like.

Level 0: This game rarely if ever resolves any conflict via violence.
Level 1: Characters in this game engage in violence only as a last resort.
Level 2: Characters in this level of game attempt to find non-violent solutions but are willing to use force when necessary.
Level 3: Most sessions involve at least one violent confrontation.
Level 4: It is rare for a session to go without at least one violent conflict.
Level 5: All sessions have at least one, often more than one, violent conflict.
