Jacob's nuts hell.  (in a nut shell).  He'd still like his ultimate revenge.  whether it be on the emporer or on the head of the evil churchies (I have forgotten the names of everything right now), he doesn't really care.  To this end, he's trying to manipulate the other charactes into going to the capital city to talk to the emporer.  we have the in - the don't call em dwarves message and hammer.  There is a goal to be obtained there, the super secret book.  Having Anjou distrust him was detrimental to the ultimate goal, so he confronted Anjou last session to bring out the bad feelings about that whole desecration fun before they could stew longer. 
 
 
On some level he wants to prevent chaos from taking over the empire, but it really seems impossible to reconcile the best way to do that.  on the one hand, if you preserve the empire, you also preserve oppression and tyrany.  If the empire falls, chaos will take advantage of the weakness.  So he really is torn and will advocate either position as it suits his alterior motives at this point.
