The dome is far from complete; only a portion of the ground floor is occupied, allowing ample room for expansion.  Facilities include a hangar bay, operations and command center, storage bays, a small lab, a basic workshop area, central computer lab, reactor, barracks and tram that connects the bunker to the [[Kjelstad Advanced Industries|KAI]] building at the Satsop Development Park.  The barracks area is capable of comfortably housing 40 people; up to 80 with the implementation of hot-racking.

Bunker "November" is an underground dome in Elma, Washington. It was built by the mysterious Project Covenant group. Since its construction was finalized in 1992, its "Custodian" has been Covenant Agent Lillian Kjelstad.

The dome is far from complete; only a portion of the ground floor is occupied, allowing ample room for expansion. Facilities include a hangar bay, operations and command center, storage bays, a small lab, a basic workshop area, central computer lab, reactor, barracks and tram that connects the bunker to the KAI building at the Satsop Development Park. The barracks area is capable of comfortably housing 40 people; up to 80 with the implementation of hot-racking.

The map shown above depicts the primary level of the facility, which is actually level 2. The ground floor contains water collection/purification machinery (most of the water being supplied by groundwater and intakes from a nearby stream), and air filtration/HVAC equipment. The majority of the "sub-basement" ground level is given over to storage, mostly of food and supplies that would sustain up to 80 people for roughly 3 years. The armory is not currently stocked with weapons, but contains ample stores of ammunition in the following calibers: 9x19mm Parabellum, .45 ACP, 5.56x45mm NATO, 5.56x45mm M995 (armor piercing), 7.62x51mm NATO, 7.62x51mm M993 (armor piercing), 12.7x99mm NATO (.50 BMG), 12-gauge 00 Buck, M67 fragmentation grenades, M83 white smoke grenades and M15/M16 white phosphorous grenades.

The primary entrance to the outside world leads to a fallout shelter beneath the ruins of the Kjelstad home. The house itself was destroyed in a missile strike by antagonists whose exact affiliation has not been verified, but the attack is believed to have been the work of the Red Hand.
