I was thinking about the Exemplars game and I thought it might be cool to do the Champions equivalent of the Hard Corps[1]. Basically it would be normals in a supers world whose job it is to take out superdudes who their agency deems need to eradicated. I think the idea of being underpowered in a world is very interesting, surviving because of training, teamwork and wits (with a little help from super cool equipment).
