Ensign Wilhelm Krieger is a member of the security team on the Constitution NX-04 in Boldly, We Go.... He is very young, and has virtually no experience. He is a recent graduate of the German Space Services Academy, and won an appointment to Starfleet based on the influence of his father, Reinhard Krieger, the Chancellor of Germany.
