Top Secret is a proposed campaign or mini-campaign (depending on player interest) where the players are agents of The Bureau working in 1971 during the height of the cold war. The operatives will be members of a single cell operating in eastern Europe. Their cell may or may not have more members.

Campaign Guidelines
All characters are considered to be fully qualified agents of The Bureau. Because of their extensive training, they are considered to have every skill that normally has a 9+(Char/5) roll as an Everyman skill (8- roll). Each character also receives 4 points in their native language plus literacy, and 2 points of Transport Familiarities of their choice.
