Little is known about this group. It is suspected by members of Project Covenant that the Red Hand was founded by Vladimir Gurov in 1972 after he suffered a psychotic break and dropped out of Project Covenant with key pieces of tech and research. The group certainly doesn't call itself "the Red Hand"; this was a moniker assigned by the spooks searching for them and looking for traces of the group.

The goals of the Red Hand are largely unknown at this time. Aside from resource and finance gathering operations, they don't appear to do much, and have not technically been linked to any actual terrorist activities. They do, however, butt heads with agents from Project covenant from time to time, but one agency isn't supposed to exist and the other one is actively hiding from the first, so their conflicts don't normally make the headlines.

In their most blatant action taken to date, members of the Red Hand performed two simultaneous kidnapping attempts coupled with airstrikes to cover up their crimes. In the small town of Elma, Washinton, two tactical teams were deployed to capture Doug Wilson and Lillian Kjelstad. Several F-22 Raptors were somehow commandeered with orders to launch missiles at the scenes of the crimes. One kidnapping (Doug Wilson) succeeded. The home of Lillian Kjelstad was destroyed, but she survived thanks to being in an underground bunker. Both Raptors were shot down by a UFO that was then seen to land at the nearby Satsop Development Park.

In the aftermath of their activities, four suspected members of the Red Hand were captured, with at least one, possibly two surviving. All four appeared to be identical twins, leading some to suspect that the leader of the Red Hand may have access to viable cloning technology.
