Harlan Ruger

Harlan Ruger is a retired U.S. Marine Colonel. He has a background in law, both civil and military, and understands a great deal about administration. Until a few years ago, he was still active duty, and served in Iraq, helping set up and oversee several cities' governmental transition. Upon his retirement, he returned to his hometown, and won a seat as a superior court judge in Grays Harbor county.

When the Sweeps came, Ruger took it upon himself to gather up a corps of men he could trust and came to the Elma Resistance to offer his assistance. Because of his background and reputation, the Mayor of Elma declared a local state of martial law, and placed Ruger in charge as senior (retired) military authority.
