Jim Osgood is the current mayor of Elma. He is affable and well-intentioned, but clearly unprepared to deal with the crisis before him.
Mayor Osgood was attacked and nearly killed by a WSP hit team. He was immediately rescued by Judge Harlan Ruger, with whom he was hammering out the details of the implementation of martial law in Elma. Ultimately, his life was saved by medical attention rendered by Fayth Wilson.
