Professor Herschel Marlowe worked in the communications department at the University of Washington. He is close friends with Professor Jenkins, head of the Physics department. Shortly after the Sweeps, Marlowe barricaded himself in at his lab on the UW campus and used the university's communications gear to try and pick up any signals to figure out what was going on in the world. One thing he was able to find was a strangely encrypted signal and EM interference. Triangulating from several remote stations to which he still had uplinks revealed the source as Tiger Mountain State Park. This was the first clue leading to Operation Torchlight.

Marlowe was recruited by Marie Kjelstad of the Elma resistance cell and relocated to the Satsop Development Park.

He is a stereotypical, eccentric, eggheaded old man who gets lost in his research and is kind of out of touch with the world.
