The Old Provinces

Under Old Imperial rule, the provinces were loose confederacies of land with a vote on the Elector Council and who nominally owed alliegance to their Elector Count. Under the modernized, expanded Empire, the Elector Counts have essentially traded their election rights for pieces of the conquered land.
