Dr. Emil Richards

Dr. Emil Richards is the head of Emergency Medical Services at Summit Pacific Medical Center, the local hospital in Elma, WA. Since the Sweeps, none of the higher ranking hospital officials have been found, meaning that Dr. Richards has essentially inherited the responsibility of Directing the hospital and its staff. He shown a willingness to work with the Elma Resistance; most notably during Operation Antidote. His desire to care for the sick and wounded gives the man a certain pragmatism.
