Jules Saint

Dr. Julian "Jules" Saint studied chemical engineering at MIT. After getting his Ph.D., he returned to his hometown and got a job at the Rohm and Haas chemical plant (a subsidiary of Dow Chemical) just outside of Elma. After some time he went through a bitter divorce and borrowed money from an affiliate (or possibly relative) of the Pershings. When he couldn't pay up, he embezzled money from his employers to pay them off. When they found out and fired him, the Pershings paid for his legal defense to keep him out of prison. Then, they demanded his service in exchange for his kneecaps. They wanted him to use his chemical expertise to cook meth for them, and to be their "science guy" on the payroll.
It was a difficult position to be put in, especially considering the local constabulary tended to look the other way when these goons acted up, so to save himself and his family (parents, ex-wife and children), he reluctantly agreed.
For two years he cooked for them and taught a whole generation of of backwoods chemists the trade. When the Sweeps came, he took advantage of the chaos to break his ties with the Pershings. Escaping involved him killing one of their lower-rung enforcers (who turned out to be one of the many sons of Nathan Bedford Pershing), and Saint came to the Elma PD seeking asylum.
The locals heard Saint's story, his admission of the heinous acts he had perpetrated over the last two years, but he begged for their understanding and forgiveness. Seeing as how a man of his talents might have some use in the coming days, the Elma resistance offered to take Saint off the local PD's hands and safely house him at the Satsop Development Park under the eyes of an infantry company and Ranger platoon.
on February 1st, Chief Danforth checked Mr. Saint out of the Rangers' custody and turned him over to the Pershings. When the Elma Resistance cell assaulted the Pershing compound at the mansion on South Bank Road, Saint was found there and liberated from captivity. He was being forced to research the Alien fabric technology in order to craft armor for members of the Pershing clan.
